Wow. Lets try this:

Type 2 Black/Blue/Green

Main Deck

7 Island
4 Swamp
4 Forest
3 Underground River
3 Llanowar Wastes
3 Yavimaya Coast

4 Llanowar Elves
4 Birds of Paradise
4 Elvish Piper
3 Mystic Snakes
3 Penumbra Wurm
3 Avatar of Will
3 Avatar of Woe

4 Dark Ritual
4 Counterspell
4 Fact or Fiction

Sideboard

2 Spidersilk Armor
2 Withdraw
2 Misdirection
2 Teferi's Response
2 Submerge
2 Slay
3 Tsabo's Decree

Well, the old deck was a little bit slow and wasn't entirely sure what it wanted to do. Too many fatties and situational cards and not enough acceleration, card drawing or consistency. Sage Owl is nice, but is a generally useless card when compared to the power of a Fact or Fiction. Persecute is a very nice card, but generally not too good without something like Ritual to bring it out before a player can cast all their spells or have ample mana available to counter it. Even with adding in Ritual, there isn't that much of a need (although it does have synergy with the Avatar of Will - feel free to add one or two in place of a ritual and a FoF). Ana Sanctuary isn't that bad of a card, but it will rarely get the full use, and by that time you should be winning the game anyway. Diplomatic Immunity is just poo - there are far too many mass removal spells in the game (Wrath, Pyroclasm, Massacre, Earthquake, Cave-In, Rout, etc) for it to really be worth it. If Red and Black are AMAZINGLY popular in your area, the maybe its worth it as a metagame call.

I think that by adding Rituals and Elves for added speed, Fact or Fiction for extra consistency and Counterspell for some defense, we can make it a much better deck. Dark Ritual is probably the easiest thing that can go, but why not take advantage of a turn 2 Piper or FoF? Get that needed black mana for the Woe or the fast sideboard Slay or Decree.

Also lets look of the casting costs of the cards I took out compared with their replacement are as follows:
4 A. Sanctuary - G2
4 Persecute - BB2
4 D. Immunity - U1
4 Sage Owl - U1
1 Penumbra Wurm - GG5
1 Avatar of Woe - BB6
1 Avatar of Will - UU6
AVERAGE casting cost - 3.5 mana

replaced for:

4 Llanowar Elves - G
4 Dark Ritual - B
4 Counterspell - UU
4 Fact or Fiction - U3
3 Mystic Snakes - UG2
AVERAGE casting cost - 2.3 mana

Thats a huge boost there in speed - a full land drop quicker for you to do stuff. The sideboard went from some cards that should have been in the maindeck to something that can deal with a variety of things. The Armors are in there mainly to deal with the multiple hate out there for Opposition style decks - use Coat of Arms if you want, but for the quicker casting cost, I think this is better. Basically an anti-Plague Spitter or Bloodfire Dwarf with the added bonus of messing up any Skies deck you happen to run across. Teferi's Response and Slay are self explanatory, and Misdirection is good vs almost any deck. Decree... um, it kills stuff dead.
